She not only has no compunctions about damaging people's health care (so much for ever taking the Hippocratic Oath!), she is willing to promote opposing messages out of both sides of her mouth. Whatever it takes to undermine her Queen's enemies. That doesn't mean she likes to witness the suffering, and she does respond to it.
